Scenario Outline: OUT OF THE MOUTHS OF BABES
OUT OF THE MOUTHS OF BABES
May 28th, 1996. Bischofe Werner Linz is given a sudden assignment in Mexico leading a small hit-team to recapture a Karotechia research facility in rural Chihuahua after it went dark following reports of a mutiny and the escape of a specimen. It's unglamorous but necessary work. This would be the second mutiny this year including the Odessa incident, which has forced the group to return to the drawing board on their Black Sea operations.
Linz travels with a cooler full of blood and three Ritter and recaptures the facility with moderate ease. He resurrects his fellow Bischofe, Immanuel "The Swabian" Toth, and many of Toth's Nahua research "assistants", and is able to contain the escaped "specimen", a smoke-breathing, floating invisible horror trapped in the makeshift testing facility. The research program, "Aktion HARUSPEX", appears to deal with the invocation and communion with an alien intelligence which Toth refers to as "The Smoke Children". It appears the invocation involves the ritual torture of young children.
As Linz and Toth enter the test chamber to seal the "rift" caused by the invisible horror. Agent NANCY meekly admits she can't tell the agents what happens next, then breaks into sobs. Earlier this year, Agent NANCY ate the brain of Werner Linz, revealing many of the Karotechia's secrets to her (and Delta Green), your player's cell has been activated to investigate the Aktion HARUSPEX. Intelligence gathered prior to NANCY's "debriefing" indicate the Karotechia are operating a major stronghold somewhere in Ciudad Juarez, just across the border from El Paso. Your agents have been assigned temporarily to a cross-agency task force based out of Fort Bliss. Your cover is to root out and arrest key Cartel members south of the border; in reality you're to investigate HARUSPEX and eliminate it.

INVESTIGATION
- Linz's memories are quite detailed, and with some time, pinpointing the exact location of the original facility for Aktion HARUSPEX is possible. Investigating the old site could find any number of clues pointing to the Karotechia's modern-day Cartel connections, and where they've now set up shop.
- One of the key non-Karotechia figures from Linz's memories was Don Flavio, a senior fixer for the Juarez Cartel. It's all too likely Flavio has continued his work with the Karotechia as their "procurer".
- Toth's research partners were three Nahua sorcerers that styled themselves as "Teopixqui". These death-priests and their rituals seem to have ancient roots, investigating who they are, where they come from, and their connection to the Children of Smoke could lead agents as far back as the Aztec empire. The modern Teopixqui were seemingly killed off by a Mexican posse in the 1880s, perhaps the Karotechia brought them back from the dead to help with the summoning.
- Don Flavio and his cartel enforcer's movements, if tailed, lead the agents to two new locations. One, an office in the city's industrial park, the second a walled compound in a cartel-controlled neighborhood. Interrogated gangsters and intercepted communications call both locations "The Daycare" and "The Tryworks". It appears the Daycare is a holding facility to kidnapped youths, and the Tryworks is where the real evil is done...
- In order to get the intelligence they'll need. Your agents will need to get in the habit of horse-trading with the DEA, Border Patrol, the CIA, and the Federales.
THREATS
- The Karotechia's operations are under the protection of the Juarez cartel. This scenario predates the transformation of the cartels into true-blue paramilitaries, but they're still very deadly if treated without caution. This doesn't include the cadre of Neo-Nazi Bauern and the specially trained Ritter that man their primary facilities and guard key personnel.
- Immanuel Toth is a Karotechia Bischofe of significant intelligence and power, and willing to go any length to protect the Fourth Reich, he is aided by a trio of sorcerous Aztec death priests. His experiments with the reanimation formula have also given him a small, private horde of the shambling undead which he keeps locked in the tunnels under his lab.
- The alien beings the Karotechia beckon to earth, the Children of Smoke, possess telepathic and telekinetic powers, but most importantly to the Karotechia - they're capable of seeing the future. The Children are also capable of summoning (with human help) invisible alien horrors from their native realm.
