The Karotechia: an Expansion.


"But the minions of the Karotechia are widespread and violent, and there is no easy solution to the problem of fanatical bigots. Much of humanity has already embraced Nyarlathotep’s vision, unknowingly, and the problem as a whole is more than a group of agents can handle. Still, stomping Nazi butt is always a worthwhile endeavor"

For the last little while, I've been running a storyline in Belli Occulta with a group of agents, Cell "V", stepping into the ring with one of Delta Green's oldest rivals, the Karotechia. It's been a lot of fun so far, and I want to share what insights I've gathered so far. I'll try to structure this in a similar way to my Skoptsi expansion post. Here it is:

STRUCTURE

  • GLOBAL CONTACTS: The Karotechia's primary strength is its scope. In the 20 years its been active under the leadership of The Triumvirate, it's been able to cultivate followers, allies, and contacts throughout the globe. Nothing and nowhere is beyond the Karotechia's reach. This means two things for you handler: fighting the Karotechia can take your agents anywhere and put them against anyone. 
  • VARIETY: Ironically, the Karotechia's agents at the level of "Bauern" are extremely diverse, and as long as they see eye-to-eye at some political level, the Karotechia will work with almost anyone if they think it'll get them closer to their goals. They might not like them; they might mock them behind their backs, they might even kill them when its all over, but they'll get what they need out of them if they think they can deliver. A few examples are as follows:
    • CENTRAL / SOUTH AMERICA: The bulk of the Karotechia's power in Central and South America comes from two sources: First are Drug Cartels. Cartels are quite large organizations with professional connections to other groups, and many are very capable at smuggling peoples and resources, and particularly hardened Cartel muscle might be willing to get their hands dirty in some of the work the Karotechia needs done like ritual torture and kidnappings. The tradeoff is that Cartels do not train their recruits like a military, and so Cartel shooters typically have the combat effectiveness of a poorly trained irregular militia. The second are anti-communist paramilitaries. Since the 50s, there has been a market for flinty-eyed killers willing to pile heads for Coca-Cola. These groups work with the implicit consent of their governments and the United States, and the Karotechia's compound in the Brazilian rainforest is tailor-made to train them. The Karotechia's connections among the anti-communist death squads across South America gives the Karotechia an edge against agents working in continent. A cadre of disposable and well-trained killers that they can sic after the agents once they've found them out. It's safe to say that actually a great many of the Karotechia's ritter may even be picked from this lot.
    • NORTH AMERICA / WESTERN EUROPE: These are the bad guys we've seen in most Karotechia content. Skinheads, Neo-Nazis, Klansmen. The 90s saw a major upswing in the right-wing "militia movement" across the US, which was very closely tied to Neo-Nazism. In America, you really are spoiled for choice when it comes to flavor of racist dickhead that the Karotechia would deign to throw at the player: from prison and biker gangs, to secretive sects of the KKK, to militias that drill small arms tactics on weekends.
    • EAST ASIA: East Asia would be complicated. Certainly the group's contacts in Private military contractors in Southeast Asia would be able to lend a hand, but more likely the Karotechia would likely want to interface with the few remnants of the Gen'yosha, its wartime ally in Japan. It's safe to say that operations in East Asia are likely few and far between, and are likely done not by local groups of Bauern, if those can be cultivated, but by small teams of well-trained Ritter. 
    • ASIA MINOR / NORTH AFRICA: Though strange bedfellows, the Karotechia would be a willing and motivated ally in the many Jihadist groups across these regions. It is worth noting that Reinhard Galt is stated as having connections to the Egyptian militaries from the 60s, as time has gone forward and the Karotechia started spreading its tendrils in the 70s, it's likely that Galt returned to this region of the world to cultivate more contacts across the Arab world.
  • THE RITTER: The Lieutenants of the Karotechia are The Ritter, these are often Bauern who've demonstrated exceptional physical condition, combat prowess, but are also selected on psychological characteristics: their capacity for violent action, their loyalty, etc. While the Bauern are skinhead gangsters in ill-fitting army surplus with whatever firearms they can buy with the money they make from slinging meth, the Ritter are professional killers with tactical gear, and training only just beneath special operators. The following are some elements I've added in my own game to characterize the Ritter:
    • KAROTECHIA BOOT CAMP: The Ritter are taken to the secret headquarters of the Karotechia in the Brazilian jungle and trained by instructors from around the world, and by the Karotechia's very own specialists. Ritter might be trained in the use of grenades and plastic explosives, parachutes and SCUBA gear, heavy weapons and artillery, electronic and signals intelligence. When they meet your agents in combat, they are kitted out like professional soldiers with a properly maintained tactical gear, ordinance, and weapons. 
    • INDOCTRINATION: As they finish boot camp, the prospective Ritter are gathered in a ceremony wherein Der Fuhrer is summoned before them, and they are read passages from Mein Triumph. This ceremony concludes when them being given their "final test". They are dispatched to locate a suitable sacrifice to Der Fuhrer which they kidnap and bring to a Karotechia safehouse to be sacrificed. The sacrifices have to abide by certain criteria. They must have committed a form of offense against the beliefs and protocols of the "Reich", they must not be of "Aryan blood". They cannot be those "who death has already bidden" that is to say, the deathly ill, or those condemned to death. In many cases, prospective Ritter seek out and kidnap children, as they are easy targets, and prove the one thing this test is really meant to demonstrate: their capacity for unflinching cruelty.
  • THE NETWORK: One thing from the original writeup that isn't reflected in the lore is the enormity of the Karotechia's network. It's massive, and expands faster than a single group of Delta Green agents could ever hope of eliminating on their own. This means that even if your agents speed over to Brazil and reduce La Estancia to an ash-heap by the third scenario, many Karotechia cells across the world will stay active, and continue to cause problems for years to come. 

THE UNNATURAL

  • FLAVOR OF THE WEEK: The Karotechia's scope is, of the three original villain groups, maybe the widest second only to The Fate. The Karotechia will use anything, resurrect anyone, summon anything, if they think they can control it, or at the very least use it in the struggle to establish the Fourth Reich. Like with the group's variety in front organizations, this means its conceivable the Karotechia could be in a scenario with anything. The Reanimation Formula, Necromancers, Haedi Nigritiae, Shoggoth, Deep Ones, the K'n-Yani. If you can figure out what they'll want to do with it, they'll use it. 
  • THE CULT OF DER FUHRER: For Ritter and Bischofe, and capital 'K' Karotechia cells operating throughout the world, iconography depicting an ascended Hitler it a noticeable, recurring motif. How you choose to show how they depict ascended Hitler, and what rituals to "him" look like is up to you. My suggestion is that it's a blend of the real guy and the Father of Knives, the mask of Nyarlathotep from the cover of the original Delta Green splat. As far as rituals go, in Belli Occulta I've depicted one of the main rituals of supplication to Nyarlathotep to be the ritual severing of the hands and other limbs. 
  • THE BISHOPS: You can combine the previous two points through the sorcerers your agents are most likely to encounter face-to-face, the Bischofe. Each Bischofe oversees some matter in the expansion of the Karotechia's occult power: projects in acquiring the remains of potent sorcerers, the thieving of auspicious books, and secret research projects into the unnatural. Bischofe are not just a different variety of mook to throw at your player, each one is a highly capable and dangerous occult operator that can (and perhaps should) serve as the focal point for a whole operation. They're also not the only sorcerers in the Karotechia's employ, remember that the Karotechia are pilfering tombs across Europe and the world looking for their fallen Karotechia comrades, and for sorcerers from aeons past. 

TONE

The Karotechia are often regarded as Delta Green's "pulp" villains, and not without reason: they're wizard nazis from south america. Fuck, I mean. If that isn't, what is?

Should you "run" them as pulp? Well, it depends. Their scenarios (official and fan-written) lend themselves to a certain level of pulp. Example: Dead Letter ends with Reinhard Galt turning up out of nowhere with a helicopter full of deathsquad super soldiers disguised as accountants to "cover-up" the ABC leak in the most absurd and unsubtle way possible - literally blowing up the facility with plastic explosives.  Their sourcebook chapter paints them as rather pulpy as well: They worship an "Ascended Hitler", they have zombies, their leadership are sadistic to the point of absurdity. 

One thing I'll say to this as well: We all hate nazis of every ilk, and like the sourcebook says "kicking nazi butt never gets old". You'll find this a departure from my Skoptsi chapter, wherein I encourage you to make the Skoptsi sympathetic so that you can tug at your agents heartstrings. Now, you do as you like, but in my game I tend towards the opposite. Nazism is a philosophy of theft, murder, rape, and intimidation, and the people who join these groups are people who like the sound of that. Nazis see power as a tool to take what they want and exterminate what they don't. They allow fear to ferment into hatred, and for hatred to breed cruelty in them, and the gangs and militias and secret societies they join enable them to enact that cruelty on the earth. Some people are born into families that preach hate and if you want, you can show a different side of the coin by showing people who've become disillusioned with the things they once believed were true, and are trying to change. But all in all, truth be told, I find it unworthy of my or my players time to extend the olive branch of "empathy" to neo-nazis. Note that I say empathy, and not "understanding", because it is my opinion that if you want a quality experience, that you should do at least some reading on neo-nazism so that you can accurately portray the kinds of pieces-of-shit they gravitate to these factions (you don't have to spend 100 hours reading JSTOR articles, just enough to percolate ideas and give you background).

The above, I believe, is especially true once you move up the ranks of the organization beyond the "Bauern" and towards the Ritter and the Bischofe. You're not seen as "exceptional" in fascism, especially esoteric fascism, unless it is for your occult initiation, or your capacity for violence. 

But, I find its important to keep the Karotechia a threatening group, and one with its own kind of horror. The Karotechia are really no match to say, Majestic-12 or The Fate, but they have a lot of followers, a lot of connections, and all sorts of weird magicks that make them a deathly serious threat to the likes of Delta Green. 

EXAMPLE BAUERN FACTIONS

Here are a few factions I've used in my game as pawns of the Karotechia. I'm only going to list fictional ones, but other groups might include groups like the Aryan Union, The Juarez and Sinaloa Cartels, The American National Socialist Movement, etc. etc. 

THE BEAR FLAG REPUBLIC

These are originally a creation of Adam Scott Glancy for "Dead Letter". I've made alterations to them in my own game from how he described them. 


LEADER: Ronald Pringle aka "Horst Jaeger"
NUMBERS: (in Canon / Dead Letter) 30-50 (in Belli Occulta) 200-300. 
LOCATION: San Joaquin Valley, California.
TRAINING: Militiamen. 
EQUIPMENT: Irregular

The Bear Flag are a Neo-Nazi secessionist movement whose literature call for "aryans of America" to unite to turn California into a white paradise, and for it to seceded from ZOG. In the canon they're a small skinhead militia, in Belli Occulta I blew up their size and made them one of the eminent white supremacist factions in California in the 1990s. 

Their equipment is largely stored at secret "Clubhouses" across the state, mostly in the wilderness of the San Joaquin Valley. But many senior members maintain their own secret stashes and go-bags. There is no real "uniform" and equipment varies from person-to-person, clubhouse to clubhouse. Ronald Pringle, the group's leader, keeps an enourmous stash of arms at his fortified cabin in the hills outside of Modesto, California. In combat, depending on the situation, you'll encounter the Skinheads of the Republic in all kinds of different garb. Many will throw on a ballistic vest or even just plain webbing over their plainclothes, but if the occasion permits it (or "calls" for it) they might be spotted in fatigues with patterns ranging from aplineflage, Rhodesian brushstroke, flecktarn, or simple black or navy blue. For weapons it's also very irregular, though their arms are usually quite cheap. The Karotechia have furnished them with a small armament of AK-47s, SWD Streetsweeper shotguns, Mac-10 SMGs, & Ruger handguns. Horst Jaeger and his cadre of skinheads have slightly better equipment, including full tactical gear and night vision goggles. 

Newly recruited members are called "prospects" until they've "proven" themselves loyal to the Republic and been a member six months, at which point they're initiated as "Militiamen". Members appointed to maintain and administrate Clubhouses are dubbed "Captains". Captains are entitled to choose two Militiamen under their command to act as deputies and messengers, these are dubbed "Sergeants". All Captains are entitled to attend and cast a vote at the Bear Flag Republican Congress, led by the "Oberfuhrer" Horst Jaeger. If the rank system seems simple and the naming scheme weird and dumb, it's because it is. These guys are loons. 

As far as mythos elements go, they really have none by default. 

THE ARYAN PEOPLE'S NATIONAL RESISTANCE



LEADER: Dennis Sauer & Willem Lipton aka Wilhelm Lichter
NUMBERS: 50 inked members, 30 associate members, nonspecific number of "trainees".
LOCATION: Adair County, Oklahoma.
TRAINING: Paramilitary.
EQUIPMENT: Irregular.

The Aryan People's National Resistance (APNR) is the name of a White Supremacist militia in rural Adair County, Oklahoma. The APNR have close connections to other Bauern groups across America, as their primary role is to facilitate paramilitary training for these groups. 

The APNR's primary facility is a fortified compound near Lake Hudson they call "The Ranch". They keep a low local profile, and their members are strict about keeping their noses clean unless they're paid not to. The APNR gets a huge amount of money from the Karotechia and from other white power groups for their services, which they've mostly used to buy equipment from the Karotechia and the group's black market contacts in the military, all of which is kept at a secure armory within a concrete bunker at the Ranch. The APNR's members are exceptionally well armed. They have full sets of tactical gear to furnish all their full-time members sourced from police SWAT units from various cities across the united states. Fully automatic M4 assault rifles, beretta handguns, FN FAL battle rifles, a Kopye recoilless rifle, an RPG-7, and two M249 SAWs. 

The APNR is derived in part from a group that were formerly affiliated with the Aryan Brotherhood, and many consider them to be a "branch" of the Brotherhood. An attempt by the Aryan Brotherhood to exert "complete" control of the APNR was violently put down by Reinhard Galt, and since then, the Brotherhood has been content to let their "branch" maintain a degree of autonomy. The APNR hires primarily from trusted Brotherhood members and contacts of the Brotherhood. "Trainees" are just members of other groups that have come to The Ranch to be trained. "Associate Members" are members of the APNR who donate their time and money, but don't regularly attend meetings or train with the main group. Many associate members are members of varying ranks of the Aryan Brotherhood. "Inked" members are those who have secretly committed murder on the APNR's behalf (usually at the direction of the Karotechia). The APNR's leader is Dennis Sauer, a grouchy old Vietnam war veteran, however Sauer is not actually the Karotechia contact of the group, that would be his right-hand man, Willem Lipton (aka Wilhelm Lichter), an ex-US Army paratrooper and Karotechia Ritter. 

The APNR maintains connections to the Aryan Republican Army and a small number of other Neo-Nazi bank robber gangs, who they often contract jobs to involving the theft of artifacts for their masters in the Karotechia. 

THE BASILISK GROUP

LEADER: Boris Lanoue
NUMBERS: 25 Members
LOCATION: New Orleans, Louisiana.
TRAINING: Militiamen. Amateurs. 
EQUIPMENT: Slapdash. Equivalent of the street-gang. 

The Basilisk Group are a small neo-nazi streetgang in New Orleans. They're used primarily for urban reconnaissance by the Karotechia to watch out for nosy federal agents lingering around Karotechia safehouses in the city. Their leader is Boris Lanoue, a bank robber from New Orleans who linked up withe the Aryan Brotherhood while serving a jail sentence. His career while on the inside was so prolific that the Karotechia immediately flew him to South America for training before returning him to the USA as an informant and spy. Lanoue is a true believer of the cause and linked up with old contacts in the Brotherhood with whom he founded Basilisk Group. No one in the group has any military training except Lanoue, and aside from Lanoue, who keeps a small arsenal of weapons in his car and in his house, the gang has only a few batons and a shoebox full of Sig-Sauer handguns to their name. 

On their own, the Basilisk Group are nothing more than a nazi streetgang with something to prove. In Belli Occulta, they were a thorn in the agent's side during my version of The Night Floors, which I relocated to New Orleans. The Basilisk Group was trying to access the Night World to find a copy of the King in Yellow, and had lost many of their members in the Night Floors.

NEW CASCADIA

LEADER: Bruce Mathis (only in name), really Cameron Birch & Magnolia Nash 
NUMBERS: 120
LOCATION: Oregon & Washington
TRAINING: Highly trained, Paramilitary
EQUIPMENT: Well-equipped, Paramilitary

New Cascadia is a major Neo-Nazi movement in the Northwestern United States in the states of Oregon and Washington. The group started small in the early 1970s led by Eco-Fascist Bruce Mathis, but by the mid-1980s had made contacts with ODESSA, and they began to see new support in recruitment, funding, and training. New Cascadia are major proponents of both Eco-Fascism and of Harold Covington's "Northwest Territorial Imperative". Esoteric hitlerism and occultism have both become quite widespread throughout the entire group. 

In 1995, Mathis suffered a stroke that left him largely unable to continue his duties as leader of the group. Although on paper he is still the group's leader, however he has deferred so much of the responsibility to his two lieutenants, Cameron Birch & Magnolia Nash, that in practice they are the group's joint leaders, and in the last few years, they've directed the group without Mathis' approval or knowing. It was also in 1995 that things also began to go... funny for New Cascadia. Karotechia assignments in the area to secure certain areas and exhume the remains of certain "occult practitioners" exposed the group to the unnatural, and rather than stamp this out, the Karotechia encouraged it. It has not had the effect they imagined. 

The occult has leached into the belief system and objectives of New Cascadia, and it looks for opportunities to spread the occult through other groups that support the Northwest Territorial Imperative, and to enact them on the world. It has also caused a rift to form down the centre of the group. New Cascadia is essentially separated into two "camps": The North Camp and the South Camp. 

The North Camp were involved in a Karotechia operation to escort one of the Bischofe to a tract of land near the Visser mountains in Eastern Washington state. New Cascadia members that participated in this operation fell under the influence of the power that resided there (as well as in the nearby city of Stanton): The Lloigor. These first brushes were actually detrimental to the group, as many of the people that spent the most time in the Visser mountains died from horrific tumours or went insane. Eventually, some began to bend rather than break, and after few years, a miniature Lloigor cult had formed within New Cascadia. Since then the group has purchased a cabin hidden in the Visser Mountains. The cabin is used to train new recruits, but also to wear them down and warp them to the will of the Lloigor. The lake the cabin sits near hides an enourmous Lloigor stone at the bottom, and that's not a coincidence. New Cascadia has syncretized the ultra-nihilist visions imprinted onto them by the Lloigoir into their nazi beliefs. They imagine that Aryans are "Soul-eaters" who cultivate "Vril" though the murder and torture and oppression of other people. Among the Lloigor cultists are five senior members who've spent the most time worshipping the Lloigor which the cult refer to as "Cabalites". They rarely live in Visser mountains unless its to enact the will of the Lloigor. 

The South Camp were New Cascadia members who were involved in securing the research and remains of an American occultist that the Karotechia were interested in resurrecting. The occultist had been a wartime ally and spy for the Karotechia who claimed to have come upon a "sacred grove" in the Malheur National Forest in Oregon. When the Karotechia unlocked the "secrets" of this sacred grove, they tasked a detachment of New Cascadia to set up shop nearby and protect it for the cause. It didn't take long before they started to realize what all the hub-bub was about. New Cascadia members from Oregon are often invited out to a weekend of partying at the remote property just outside of Malheur National Forest, before eventually they're lead on a hike inside, and forced to witness a ritual conducted by senior members to "The Black Goat". Members of this "South Camp" who've been initiated believe that connection to nature is what allows one to cultivate Vril. They encourage exercise, frequent sex, outdoorsmanship, eating raw meat, and (privately) cannibalism to cultivate Vril. around 25 members of the southern camp have become so-called "druids", devoted cultists of the Black Goat who exclusively reside in Malheur National Forest and are completely devoted to their god. 

Although both of these camps cohere into New Cascadia, and ostensibly cooperate with one another, there is a secret conflict of ideology brewing among the ranks. The Northern and Southern camps both secretly want their cults to become universal in the movement. This hasn't heated up yet, but it just might. 

As far as equipment and training go, they're middle of the road. They're not nearly as slapdash as the Bear Flag Republic or the Basilisk Group, but they're not quite as well-outfitted as the APNR or Eschaton. They tend towards American army surplus for their gear, though only a few have access to ballistic gear. Most of their weapons are good-quality, but maybe a little old. Average members arm themselves with M4 assault rifles and glock handguns, a few carry some vietnam-era M40A1 sniper rifles and M16 assault rifles, but those are not the regular. Many of their members are trained at the APNR's compound in Oklahoma. 

The rank structure is straight-forward. Brand new members are "prospects", they are forbidden from carrying weapons while attending meetings and generally help with menial grunt work. 1st-Degree Members are the first to be given small-arms training at isolated cabins and training courses ran by the group. 2nd-Degree Members travel to Oklahoma to train with the APNR. 3rd-Degree Members are permitted to attend and vote at "Executive Committee" meetings. 3rd-Degree Members may be appointed to join the Executive Committee by a Committee member should a slot open. 

The Lloigor Cult is led by five "Cabalites" who secretly appoint "Initiates", these are members of various that are initiated into the cult's secrets and the worship of the Lloigor. The only way to become a Cabalite is be appointed by the council. Successfully murdering a Cabalite counts as a unanimous appointment. 

The Cult of the Black Goat stratifies its members into "Followers", who observe and participate in rituals to the Black Goat, and "Druids", who dedicate themselves fully to the Black Goat's influence. Anyone can become a Druid as long as they're already a New Cascadia member and conduct the proper sacrifices to the Black Goat.

ESCHATON



LEADER: "The Foremost"
NUMBERS: 50 Enlightened, 30 Awakened
LOCATION: Georgia, the Carolinas, Utah
TRAINING: Professional
EQUIPMENT: Professional

Eschaton can best be described as an exmilitary doomsday cult. Few know when or how Eschaton was founded, only that it is very closely connected to the Karotechia central command. All Eschaton members are exmilitary, and they are discerning with who they offer into their secretive club. Almost all are some variety of former (or ex-)special forces from the American or Canadian military.

Eschaton's leader is known only as The Foremost. The Foremost is a highly trained special operator and Ritter of the Karotechia. He is also a fully devoted cultists of Der Fuhrer. Witnessing his summoning in South America reshaped his image of the world, and since then he has become a diehard cultist of Hitler. He frequently requests that communions with Der Fuhrer be conducted. As such, Eschaton are often visited by one of the 12 Bischofe for this rite to be conducted. Eschaton members are ultra-nihilists, and privately believe that to join their leader as "Ascended Masters", worldwide nuclear holocaust must be achieved. 

Of all the groups on this roster, Eschaton are the most expertly trained and equipped. They are given special treatment by the Karotechia and have extremely expensive and high-technology equipment at their disposal. One-on-one, they stand almost on par with contemporary American Special Forces operators. 

The thing that puts them a cut above the rest are their devotion. Eschaton members are subjected to a grueling gauntlet meant to desensitize them to the "necessary horrors" they'll be expected commit. It's not dissimilar to the conditioning that Ritter go through, even culminating in the kidnapping and ritual sacrifice of a youth. Many of their hideouts are adorned in horrific murals of Der Fuhrer, and they like to kidnap targets so they can conduct horrific ritual mutilations to appease him. The Foremost is known for his penchant for severing the hands of enemies. They are unflinching, uncompromising, unshakeable cultists of the will of Der Fuhrer. 

THE SWORD OF ALLAH


LEADER: Fahd "The Swordbearer" El-Naqvi
NUMBERS: ~300
LOCATION: Yemen, Egypt
TRAINING: Irregular. Some are exmilitary, some have training equivalent to the average jihadi paramilitary.
EQUIPMENT: Irregular. 

In the 1990s, the Sword of Allah is one of the Karotechia's primary pawns in the Middle East. In the 1990s, they're primarily an Anti-Zionist terrorist group, though if they survive into the 2000s, they'll drop their contact with the defunct Karotechia and link up with Al-Qaeda and refocus their attention to Anti-American activities, even migrating to Iraq and making recruitment passes at cells of Ba'athist Iraqi officers, but that's a concern for later. In the 90s, The Sword of Allah have proven themselves capable operatives of the Karotechia in the Middle East, though their leadership holds them in lower regard than their white contemporaries. 

They do in fact have a sword. An artifact that Karotechia Oberfuhrer Reinhard Galt left for them as a play on their title. Since then, the sword has been in the position of the group's leader, Fahd El-Naqvi, and it has made him something of a legend in Yemen. They saw he has resisted direct sniper fire, bombs, burning, and other mortal wounds. In reality, its the effect of the sword, which he keeps at his person at all times. Should he be robbed of this precious artifact, his body will collect on its "debt" of burns, scrapes, cuts, gauges, and blood all at once in a fabulous display of gore. 

Galt has found them a reliable partner, and has planned to call upon them to help in an expedition to locate the lost city of Irem deep in the Arabian Peninsula. 

The Karotechia Post-2001

In the Delta Green canon, the Karotechia are swept up by the joint op between the remnants of Majestic-12, Delta Green, and GRU SV-8. But what if that weren't the case? Say you want to extend nazi-killing action into the new millennium by a few years, maybe even a few decades? What then?

Well, I can't list all the exhaustive possibilities. But here are two that spring to mind in the moment. 

The New Movement

The Karotechia's world-spanning network will almost certainly outlive it, and among them, there are bound to be a few initiates willing to stoke the fires again and give the movement another shot. In the new millennium, agents may believe the Karotechia to be long-since defunct, only for a ritual mutiliation case to crop up in inner America that, with some investigating, points to the perpetrator having been radicalized by a user of a neo-fascist telegram server who xerox'd them a copy of Mein Triumph, or Delta Green might detect photos of armed militiamen in the forests of America or Canada or Russia brandishing a flag with the Hunting Horror motif of the Karotechia. A revitalized, decentralized network that uses the internet to coordinate could be a new spin on an old foe for the agents to contend with. 

Pragmatism

Two of the Karotechia's leading triumvirate are cowed into cooperation out of fear of Der Fuhrer, so in a possible future where one of them learns of Nyarlathotep's deception, or in which Bitterich and his cronies are silenced and... that silence happens to just continue. They might turn their attention away from occult global domination and more towards, securing their own safety and wealth. The Karotechia might morph from an ideologically charged group looking to shake the columns of society to an organized crime group that's just looking out for itself and nothing more. They might see fit to enter business with other occult criminal syndicates such as The Fate or Tiger Transit. Who knows.
