From across the country, numerous agents of Delta Green receive summons to Fort Bliss, Texas for a briefing. Many of them knew this was on its way and have been making the preparations for months. The agents summoned are Agents IRENA, IMOGEN, and INDIGO of Cell "I", VERDANCE and VICTOR of Cell "V", and Agent WAXER of Cell "W".
The agents of both cells are introduced to one another, and then their briefing, led by Agent VIRGIL, Cell Leader of V-Cell, begins.
In February of this year, I-Cell chased a lead, hinting at a major "summit" of Exalted Circle personnel in Macau. Through some clever spycraft, they were able to gather information on an upcoming deal between the Exalted Circle and a South-American group which was later identified by Delta Green as the Karotechia. I-Cell judged that the summit was an effort by a clique within the Circle of primarily French and American members to petition the Circle's leadership, the "Sentinels", for support in an endeavour they had dubbed "Operation WRECKINGBALL". The exact nature of WRECKINGBALL was unknown, though it was posited to potentially be some sort of "retalliation" or "action" against Majestic-12 on behalf of the Exalted Circle's sponsors, The Fate (who Majestic-12 had been harassing for the last four years). One of the major components of WREKCINGBALL was a "deal" that had been struck between the "Clique" and the Karotechia. Intelligence gathered in Macau indicated the Circle would be making use of a Karotechia facility somewhere in Chile for their purposes.
It was judged by A-Cell that intervening in WRECKINGBALL was likely in Delta Green's best interest. As the operation is anticipated to be on a large scale across national borders that A-Cell would activate I-Cell and V-Cell to undertake this operation. The cells would be divided into two groups that shared members designated SYNOD-1, the support team, and SYNOD-2, the ground team. It was decided that Agents Indigo, Imogen, and Verdance would comprise the Support Team, while Agents Victor, Waxer, and Irena would make up the ground team. Additionally, two relatively new recruits to Delta Green, Agents Vermundo and Vera, A CIA case officer and ground team operative respectively, would receive the ground team in Chile.
The first three weeks of the operation was spent training VICTOR, WAXER, and IRENA on espionage, training them to infiltrate Latin America and conduct operations on foreign soil, while Synod-1 would conduct preliminary intelligence gathering on the Karotechia and The Exalted Circle's operations in South America , specifically Chile. The Exalted Circle had long since been Agent IMOGEN's specialty; the Karotechia, Agent VERDANCE's. They divided their labor accordingly, with Agent INDIGO providing technical support with her computer hacking expertise, and specialization in open-source intelligence gathering.
1. EXALTED CIRCLE
A-Cell, believing it might provide a lead, issues a redacted copy of the report of Operation BAKELITE, a US Navy operation undertaken in Nicaragua in 1933 to locate and eliminate a suspected "Aquatic Humanoid" colony active in the area. It's information is deemed relevant to the operation, as it was one of Delta Green's only run-ins with the "Aquatic Humanoids" in South America on record. The operation, conducted with "aid" from Nicaraguan dictator Anastasio Somoza, is deemed a victory, although it provides sparingly little insight into the Deep One threat, as Somoza's troops launched an early attack on the village, wiping out nearly all its inhabitants and looting a great deal of artifacts and gold that P4 had intended to use to derive intelligence from.
But the detail that many artifacts had been pilfered by the Nicaraguan military piques SYNOD-1's interest, and they begin to look into the sale, illicit or otherwise, of pre-columbian "mesoamerican" artifacts out of Nicaragua around this time. Indeed, this line of inquiry provides a promising lead, as they discover a newspaper clipping detailing the purchase of a variety of such artifacts by James Jefferson Weaver, one of the founders of FOST oil and Gas, and grandfather of Peter Weaver, the current Chief Legal Officer of FOST and a known member of the Exalted Circle.
Looking into FOST Oil, it became apparent that the oil and gas company was one of the Exalted Circle's primary organs in South America, with the company deeply entrenched in the South American oil extraction industry. In the 1970s, the company landed a slew of high-level contracts with the new Pinochet dictatorship in Chile, thanks primarily to one of Pincohet's economic advisors and a close associate of the Weaver family, Karlo Eichenwald, a Chilean German who was counted among the "Chicago Boys" clique that ran Chilean economics in the early years of the dictatorship. Delving into Eichenwald found a close relationship to FOST Oil and Gas, as well as Hurricane Group, who he contracted as personal security numerous times. Owning a private island near Tierra del Fuego was just the cherry on top. Eichenwald was obviously a high-ranking Circle member. If he wasn't one of the 13 Guardians, he was definitely a Sentinel. A list of his properties and business connections was formalized and forwarded to SYNOD-2.
2. KAROTECHIA
For their research into the Karotechia's operations in Chile, VERDANCE focused on an excerpt from the redacted copy of the report forwarded to her by A-Cell of Operation SOUTHERN HOSPITALITY. Delta Green's first attempt at dismantling the Karotechia.
The excerpt details the efforts of a three-man Delta Green team codenamed as “VAMPIRE 1-3” in locating a former Karotechia researcher by the name of Dario Rohrbach, believed by Delta Green to be in hiding in Ecuador. While searching for him, Delta Green learned that he had made a close connection with former SS-Standartenfuhrer Walter Rauff, who was living in Quito, Ecuador.
According to the report, Delta Green agents were able to kidnap and coerce Rauff into giving up Rohrbach on threat of torture. Rohrbach’s home was located and agents arranged for his assassination by poisoning his food. Within two weeks of discovering his address, the VAMPIRE team confirmed Rohrbach's death by strychnine poisoning in 1955. He was buried in a pauper's grave in Quito a week later. A note by ALPHONSE underlines the name of Walter Rauff and says “Pinochet picks this guy up later to help create the DINA”, the DINA being the Chilean secret police used by Augusto Pinochet to crush dissention.
Investigating into Rauff and Rohrbach reveal a common thread. In 1981, Ecuadorian police arrested Guillermo Beldad after a multi-year investigation into a series of grave robberies across the country. Beldad, a career thief who had previously served time in prison, confessed to having been contracted by an unidentified third party to steal the remains of Nazis, drug traffickers, criminals, police officers, and various other people across Ecuador, Chile, and Paraguay. Beldad alleged during interrogation that for his most recent job, he had been paid by “Chilean spies” to locate and exhume the corpse of a Nazi war criminal buried in Quito by the name of “Rohrbach”. Beldad was found murdered in his cell before trial, his throat had been sliced to the bone, though no evidence of the weapon or of anyone having entered his cell was ever uncovered. The description of his murder reminds VERDANCE of the circumstances of the murder of the injured Nazi during Operation HUNGER STRIKE, V-Cell theorized that Galt, using the gate ritual they saw him use in the water treatment plant in El Paso only hours before, appeared into the man's room and cut his throat without any noticing and then vanished. Notably, Walter Rauff's corpse was also stolen in 1984 only days after his burial, likely the work of other Karotechia agents in Chile.
Research into Rauff and the DINA also turned up the Colonia Dignidad. The Colonia was an isolated compound in rural Chile that posed itself as a "German Lutheran Mission". It was run by Paul Schafer, a pedophilic Nazi officer. Research into Schafer revealed that the testimony of escaped Colonia residents about Schafer's outlandish sexual behaviour towards the members of the Colonia (which behaved more like a personal cult that a christian mission) resulted in a warrant being issued for his arrest. Schafer was never apprehended, but a week later his remains were discovered atop a warehouse in Concepcion, Chile. He has been cut and bitten by an unknown animal, and massive crush injuries across his body indicated that he can hit the roof of the warehouse from a tremendous height. The Colonia had been searched by the Chilean police before and since on suspicion of illegal weapons being cached at the compound. None have ever been discovered.
This, and other findings, including other sites and persons of interest connected to the Karotechia and Exalted Circle's operations were prepared in a secondary briefing for SYNOD-2 as they prepared to deploy to Chile.
