MJ-1: Alright gentlemen, let’s get this going shall we? You’ve all been briefed by NRO Section DELTA Chief Lepus on the evidence indicating what we believe happened at OUTLOOK’s Maryland facility Friday night. We're all caught up to speed, I don’t need to waste time beating my chest over this colossal goatfuck. What I want to talk about is the future, our response, how we evolve, for that, I cede the floor to MJ-12 who had prepared a briefing on Security Protocol Y.


MJ-12: Ahem, thank you, MJ-1. If I could ask all of you to open the dossiers you’ve been given designated Security Protocol Y for you to read while I give the overview. Could we get the projector please?


[INDISCERNIBLE TALKING AS AQUARIUS STAFF ACTIVATE A PROJECTOR]


MJ-12: Perfect. Gentlemen, Security Protocol Y is an evolution of an earlier iteration, Security Protocol JACKAL, which was devised in 1967 in the event that Delta Green was to be compromised by an enemy force and used to infiltrate the Security Studies Group. It was revised in 1971 after Delta Green’s dissolution by the Joint Chiefs of Staff the year prior. JACKAL itself was an iteration on Security Protocol CALIPHATE which was designed to better counter Communist infiltration into our atomic energy and weapons research programs. Protocol Y was devised in 1996 after it had become evident that, in the wake of General Fairfield’s death, Delta Green had adopted a cell-based structure with a greater emphasis on intelligence gathering and information security following a similar model as Second World War partisan groups and later international terrorist groups. Gentleman as I’m sure you are well aware, Delta Green’s sophistication as a conspiracy is derived from its manpower. Delta Green’s agents are picked from federal law enforcement, the intelligence community, and the military with a tendency towards Special Forces. Its agents have received the very best training our government is able to offer, the same training that our NRO DELTA Counterintelligence officers and BLUE FLY pararescuemen have gone through. They have the discipline, they have the know-how, and given that its recruitment tactic seems to focus on recruiting those who’ve been directly affected by Alien activities, they have the morale. Most Delta Green operations are proper federal law enforcement investigations, with evidence laundered to justify their activities - emphasis on “most”. This appears to be what transpired at OUTLOOK Maryland last Saturday. [ EXCERPT MISSING ] The gatehouse had been compromised - we’ll circle back to that later - and the Marshals attempted to engage with our security guards only to be fired upon, resulting in the gun battle that consumed the facility for the next twenty minutes. Next slide, please. We can run through more examples but for our purposes it isn’t necessary. This is a formula we know Delta Green has adopted against us and against other alien threats it has identified. Security Protocol Y countermands this. Once declared active, Security Protocol Y gives Air Force Security, AFOSI agents, and private security operators protecting designated facilities legal authority to open fire on any and all personnel who approach the facility without proof of authorization, which must be given by designated persons who report to our authority. NRO DELTA Counterintelligence and site security personnel are now cleared to exercise the Zero-Tolerance policy anywhere we are active without meaningful legal repercussions. We believe this will paralyze Delta Green’s ability to harass our facilities in the future. I’ll take questions now. 


MJ-3: So, in practice, how does one give proof of authorization before they’re fired on by our men? 


MJ-12: There are a number of ways, escort vehicles sent by AFOSI with an identifying infrared strobe that can be monitored remotely by security personnel; if it's on a joint facility on a larger military base, NRO DELTA operators will escort them on foot. We’ve run an exhaustive series of computerized simulations and the incidents of friendly fire as a result of this policy are below 1%. 0.007% to be precise. Any others? Alright, I cede the floor to MJ-1. 


MJ-1: Thank you, we will now open the floor to discussion. 


MJ-10: At the time of the attack, our facilities received a distress signal which reported a mutiny just before the attack. What do we know about this?


MJ-7: Based on post-mortem examinations of the events at OUTLOOK Maryland, we believe it’s likely that there had been a breach of containment - an ‘outbreak’, more accurately - of some manner of infectious memetic hazard. 


MJ-10: You’re going to have to refresh my memory, Doctor. 


MJ-7: We have encountered them in the past in different forms. Project REDLIGHT researchers attached to MOON RING have encountered phenomena that fits the bill. In its most basic terms it’s a thought-pattern, an idea that can affect its host - whoever’s contemplating that idea, like a virus affects its host - influencing their thoughts and actions, even their health. There have been numerous encounters recorded by our researchers of similar cases. Early on, REDLIGHT researchers hypothesized that these threats would have strictly psychological effects, though recent experiments by REDLIGHT has yielded some phenomena that is able to interact with physical reality. I digress. Given the outbreak in unusually violent, even sadistic behaviour exhibited by research personnel at OUTLOOK Maryland, we believe something was spreading through the staff, a thought-virus. There’s strong evidence that it was picked up by its latest tenant. 


MJ-10: You’re referring to…Uh, Sgt. Murphy?


MJ-7: From what brief testimonies OUTLOOK could extract from him and the circumstances of his arrest, it’s been all but confirmed that Murphy was an experienced Delta Green agent. 


MJ-3: There’s some indication he may have been part of the trio spotted by BLUE FLY after the flood during Operation CATAPULT, but that’s yet to be substantiated.


MJ-10: There is?


MJ-3: Only conjecture but it’s looking likely. 


MJ-10: Well uh, if Murphy was at Townshend…Could he have gotten infected? Like with Brattleboro?


MJ-8: Very unlikely. He wasn’t displaying Brattleboro Pathogen symptoms when he was processed, I don’t believe. 


MJ-7: Well we did find it was difficult to diagnose the Pathogen beyond the basic symptoms. He didn’t seem in tremendous health either. 


MJ-8: Those were something else, we’ll get to that in a minute, as for the Pathogen, if he had it, it was totally asymptomatic which would be totally new. We hadn’t detected it at Brattleboro or Stanton or during any tests with it later. It isn’t particularly subtle. So to answer your question, General, very unlikely he was carrying Brattleboro Pathogen, even less so that it was what was spreading through the facility. By all indications it seemed to come from a phrase that was shared by Murphy to Dr. Gerritsen and to Lt. Kipling.


MJ-1: So do we think it was intentional? Murphy was sent in as a trojan horse?


MJ-3: Hard to say. If it was then it looks like his cohort weren’t in on the scheme. Not to mention that when they encountered him, they opened fire on him. 


MJ-10: Could have been to tie off a loose end. 


MJ-3: Maybe, doesn’t seem likely to me. 


MJ-1: What makes you say that, MJ-3?


MJ-3: Delta Green is a small group, let’s not forget that. Our highest estimate puts their manpower in the 80s, given their losses its likely hovering around the 60s, maybe even the 50s. I’m talking about field agents here, by the way, not their collaborators. The fact they’d willingly send one agent to potentially be interrogated and then killed on a gambit that it spreads some sort of infection through the facility is pretty bold, even for them. But then to send in another team to clean up? That’s obscenely bold. Not to mention, given some of the details of his interrogation, it seemed that Murphy was a very well-connected member of the group. It’s not out of the question that he was potentially a cell leader. 


MJ-1: Oh, perfect.


MJ-3: My point here is this, it was a huge gamble, and not one that made very much sense. Murphy was able to wreak massive damage on OUTLOOK Maryland without his friend’s help, not to mention it nearly got his friends killed more than a few times. If he was a cell leader, I could see them maybe trying to rescue him.


MJ-10: Lots of ifs, here, Ross.


MJ-3: Like Harl said, they’re sophisticated. They cover their tracks well. 


MJ-10: And what’s this about him being a test candidate?


MJ-3: Don’t look at me, General. 


MJ-8: Ahem, yes, that was something we were going to bring up. Once we took his fingerprints and dental records we got a match pretty quick, it turns out, and this is um. One second. If you turn to page 33, Addendum B, it’s all there. Anyways, it turns out he was a test candidate for Project ARC DREAM during the Gulf War.


MJ-6: We were experimenting with some Cookbook-derived technologies that would help combatants resist chemical and biological warfare, not to mention shock and other uh… soldierly ailments. We suspected that Delta Green had heard about this but we never knew for certain. 


MJ-10: Are you fucking serious?


MJ-3: What?


MJ-10: What? We pumped him full of drugs and then what, we just turned him loose and prayed for the best?


MJ-3: Is that what you think we did?


MJ-10: I don’t know, Ross, what did you do?


MJ-3: Am I the only one here that remembers this? We had a meeting on this back in 1993. Don’t come to me saying I didn’t do enough, we talked about this! I said so, back then, we should have given them a better offer for their silence and considered OUTLOOK treatments, and I was told it would have interfered in the experiment. 


MJ-6: It was important to monitor how the treatment affected their mental state, if we made them into vegetables we wouldn’t be able to do that. Besides, we did request NRO DELTA surveillance. 


MJ-2: And after a month I had a third of the team transferred to TELL and another third assigned to COMBO. We had a team of about five people trying to keep the lid on a cohort of 30 living from Galveston, Texas to Bangore, Maine.


MJ-11: So then why didn’t we liquidate?


MJ-3: ARC DREAM wanted to monitor their development. 


MJ-11: Okay. Schenk? 


MJ-6: And we did, we did for about two years then we canned it, we had no reason to think any of them would turn around and join Delta Green. 


MJ-10: This is fucking ridiculous.


MJ-3: Again, I said we should have expanded our resources to cover that up but I was turned down.


MJ-1: Yes, we heard you the first time, Ross, let’s ease off with the ass-covering. 


MJ-3: I’m just saying. Deerhausen seemed awfully eager to make this my failure.


MJ-5: What about the Greys?


MJ-1: Is this another “kill ‘em all” speech coming, Bell?


MJ-5: Why didn’t we get a warning? They’re able to hand us The Report once a year, they can’t tell us when we’re about to drag a rabid dog into our home?


MJ-2: That’s hardly a fair appraisal. 


MJ-5: I wondered how long it would be for you to chime in. Fair?


MJ-2: They’re not our babysitters, General Bell. 


MJ-5: We take orders from them. They say “jump”, we say “how high?”. We can’t expect them to give us the slightest heads-up?


MJ-11: MJ-5 raises a good point. No matter what way you cut it, it’s a pretty glaring omission. 


MJ-1: That is true. We should perhaps exercise the importance of - diligence - to our benefactors. We may need to use the hotline again soon, MJ-4. 


MJ-4: Give us the word, we’ll give them a ring. 


MJ-5: If they wanted for us to know, we would have known.
